Here is a link to the Conquest of the Empire (Original) rules. Unfortunately it is broken down into pages so it is a pain to open but it is the best I could find... just click on "Conquest of the Empire Manual".

These rules are for the "Original" game that came out in 1984; which is the one I have. There was another release of the game in 2003 by Eagle games that has a "Classic" version of rules and a "Conquest of the Empire II" version of rules. I don't have that game. Interestingly even the "Classic" rules are not the same as the "Original" rules; combat has been changed quite a bit.

There is a House Rule that I implemented once I played the game a bit. The catapults are way too overpowered and all anyone did was buy catapults until they were gone. My simple tweak is that whoever has MORE catapults than his opponent in a battle gets a +1 to the die roll and no more than that. If a Fortified City is being attacked and the Defender has at least one catapult than the rolls would be even for both sides.

Here are the Memoir '44 rules. Both the basic game and the Overlord version to allow 6 Players.

Mediafire map is linked above in this thread, but here is the root directory which has other variants. Several map images for planning turn 1 strategies in AA 50 - 1941 and 1942 variants. Combined with excel map that Dennis loaded (very cool and excellent!), I think these are great planning tools.
